The Red Light: stop sign or timed stop

I don’t know if it’s me just noticing recently or if this is, indeed, newish behavior, but I’ve noticed many more drivers treating red lights as if they were stop signs. As in, car stops and then makes a left turn across oncoming traffic with the right-of-way. Or light gives left-turn arrow but car goes straight, almost hitting oncoming traffic with their own left-turn arrow.

I’m trying to decide if it’s ignorance or lack of attention. It never seems like the folks are in a rush as the turns are slow. But that’s another issue…drivers don’t seem to know how to hustle. Just turn already, even if it’s against the light.
